简要规则描述：******发改委推动制定社区规划的任务要求，在“在全市范围内推广编制社区规划，以一张‘社区蓝图’统筹社区规划建设”，并于2024年和2025年在全市范围逐步推进社区规划编制全覆盖工作。工作具体项目内容、采购范围及所应达到的具体要求，以磋商文件相应规定为准（详见采购需求）。
Brief Specification Description: In order to implement the task requirements of the Shanghai "15 Minute Community Life Circle" Action City Joint Office and the Pudong New Area Development and Reform Commission to promote the development of community planning, we will promote the preparation of community planning throughout the city and coordinate community planning and construction with a "community blueprint", and gradually promote the full coverage of community planning throughout the city in 2024 and 2025. 二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货等政府采购政策。

(3)供应商具备相关行政主管部门颁发的城乡规划编制乙级及以上资质；
(4)具有承接本项目的人员、设备及其他条件；
(5)具有良好的商业信誉和健全的财务会计制度；
(6)有依法缴纳税收和社会保障资金的良好记录；
(7)供应商在近三年内无违法犯罪记录；
(c)Specific qualification requirements for this program: (1) This negotiation requires an online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) The supplier has the qualification of Grade B or above in urban and rural planning issued by the relevant administrative department; (4) Having the personnel, equipment, and other conditions to undertake this project; (5) Having a good business reputation and a sound financial accounting system; (6) Have a good record of paying taxes and social security funds in accordance with the law; (7) The supplier has no criminal record in the past three years;
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
